POSITION: PROGRAM ASSISTANT (Co-op Agreements) – 2 positions
*FSN-08/FP-06 (Trainee Position)
(These positions will be filled at the FSN-08 level with promotion to target grade of FSN-09/FP-05 after one year with supervisor’s recommendation).

WORK HOURS: Full-Time; 40 Hours/Week
SALARY: OR -Ordinarily Resident–N3,228,903 p.a. (Starting basic salary)
TRAINEE GRADE: FSN-08/1.
In addition to the basic salary, all allowances will be paid in accordance with the Mission Local Compensation Plan.
NOR – Not Ordinarily Resident – AEFM – US$44,737
EFM – US$38,394 Starting Salary p.a.

The U.S. Embassy in Abuja is seeking to employ suitable and qualified candidates for the Program Assistant (CO-AG) positions in the Centers for Disease Control and Prevention office.

BASIC FUNCTION OF THE POSITION:
The incumbent will be a program management assistant, monitoring grant recipients and their implementation of the President’s Emergency Plan for AIDS Relief (PEPFAR). As a cooperative agreement assistant, the incumbent will provide technical assistance to support and promote effective and coordinated implementation; monitoring and overall management of CDC funded PEPFAR activities carried out by implementing partners in Nigeria. This position serves as a liaison between CDC/Nigeria and the Global AIDS Extramural Team in Atlanta and supports the financial management of awards funded from CDC/Atlanta and it cooperative partners, particularly focusing on reporting requirements, budget implementation and execution issues and overall administrative management issues associated with CDC cooperative agreements. The position advises senior CDC staff (the Country Director, Deputy Director and senior technical staff), as needed, on cooperative agreement management and operational issues related to CDC/PEPFAR activities

POSITION REQUIREMENTS:
NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each criterion.
1. A Masters Degree in Business Administration, Accounting, Economics or Finance; or a Bachelor’s of Science degree in Business Administration, accounting, Economics or Finance plus a Professional accounting qualification (ACCA, ACA, or CPA) is required.
2. Four (4) years of progressively responsible work experience in business, management, public health or an international organization is required. At least 1-
2 years of which must include substantial involvement with funding of Public Health projects and financial reporting.
3. Level IV (fluency) Speaking/ Writing in English is required. Level III (good working knowledge) in at least one local language is required.
4. Broad knowledge of Nigeria’s operational environment, including its business environment and commonly encountered issues is required.
5. Must have intermediate skill level in the use of computer-based programs and advance spreadsheet functions.

SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S.
Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent EmployeePerformance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
